Administered by Salix Finance, the Public Sector Decarbonisation Scheme provides direct grant funding to help NHS Trusts transition healthcare estates away from fossil fuels. By pairing heat decarbonisation with commercial solar and battery storage, trusts can modernise aging infrastructure, satisfy strict NHS Net Zero mandates, and lock in long-term energy resilience.

Under targeted green rate reliefs, rooftop solar panels and microgeneration battery storage installed on commercial properties are 100% exempt from business rates valuations until 31 March 2035. This statutory exemption ensures that large-scale solar installations do not trigger an increase in a site’s rateable value, allowing healthcare providers and private hospital operators to maximise their return on investment throughout the core payback period without incurring additional property tax liabilities.

Private healthcare providers and independent hospital groups can deduct 100% of the cost of eligible solar PV and energy storage installations from taxable profits in year one via the Annual Investment Allowance (AIA), capped at £1 million annually. For companies paying the main corporation tax rate of 25%, this tax shield effectively lowers the net installation cost by a quarter, accelerating simple payback periods to roughly 4–5 years. For larger health estates spending beyond the £1 million AIA limit, remaining capital expenditure qualifies for the 50% First Year Allowance, maximising immediate cash flow relief while supporting corporate ESG targets.
